Dow has an exciting opportunity available for a Turnaround Manager to support our Houston Hub facilities. This is a challenging opportunity that can provide significant growth and exposure opportunities throughout Deer Park, La Porte, and Texas City. Through the application of the Dow Global Turnaround Work Process (GTWP), the Turnaround Manager will ensure successful preparation, execution, and closure of assigned turnarounds in the Houston Hub. The position will be part of the Turnaround Services organization and report to the Site Turnaround Leader. This role creates significant value by delivering safe, productive, efficient, and effective turnarounds that ensure our facilities run safely and reliably over the desired time between turnarounds as specified by the business and technology. The number of Turnarounds managed per year will vary in number (1-3) and size ($5-20MM) depending on site needs.
Responsibilities / Duties:
Ensures development of a thorough EH&S plan for the turnaround to prevent injuries and releases by any turnaround participant.
Drives a culture that values safety above all else.
Drive a One Team mindset for all Turnaround teams and related activities
Drive quality of work to ensure all work completed during the turnaround is done right the first time.
Drive a continuous improvement mindset and culture, including working with Operations and the Businesses to set aspirational targets.
Accountable for compliance with and proper application of the Global Turnaround Work Process, productivity playbooks, and the TAS Planning, Scheduling and Cost Control OD
Provides updates to the Turnaround Control Tower and the Standard Turnaround Reporting Tool entry for all assigned turnarounds.
Lead/Coordinate site integration activities (labor supply plan, capital and expense projects, material and equipment procurement) through active participation in the Turnaround Managers Network.
Lead turnaround teams to develop and successfully implement the turnaround plans, with specific emphasis on crew preparation to meet or exceed Dow’s EH&S training requirements and expectations.
Help implement and lead Platinum work process for turnaround team to deliver best in class productivity and turnaround results.
Leads core TA team to ensure effective work coordination, planning, scheduling, cost management, and material management.
Leads TA Steering team to align operations, projects, maintenance, and Environmental, Health, and Safety (EH&S) functions.
Develops and maintains the turnaround schedules and turnaround budgets.
Coordinates site integration and resource issues through Operations and the TA Process Leader.
Controls the cost and timing of the turnaround to meet the business and site needs.
Defines work list by freeze date; enforces administrative controls for add-ons after freeze date.
Develops critical path - integrate operations, projects, and maintenance activities and optimize.
Estimates cost of TA based on scoped work; adjusts plans to meet constraints.
Manages issues during execution to achieve all business goals.
Identifies opportunities for frequency extension between turnarounds.
Prepares and communicates closure reports. Ensures plans are updated and archived for future TA’s.
Participates and leads efforts on site, regional, and possibly business global network to develop discipline and tools to raise effectiveness and performance of Global Turnaround Methodology (GTM) execution.
Effectively communicate to peers, partners, and leadership.
Strong personal interaction skills: Ability to form relationships/alliances with stakeholders
Discipline to learn and deliver performance through the Turnaround work processes
A minimum of a bachelor's degree or relevant military experience at or above a U.S. E6 ranking OR Canadian Petty Officer 2nd Class ranking OR in lieu of a degree, 8 years experience in a manufacturing environment is required.
A minimum of 3 years of experience in a manufacturing environment is required; 5+ years is preferred.
A minimum requirement for this U.S. based position is the ability to work legally in the United States. No visa sponsorship/support is available for this position, including for any type of U.S. permanent residency (green card) process.
Experience with planning and direct execution of turnarounds is preferred.
Experience supervising large teams and managing budgets in excess of $20MM/yr is preferred.
Experience in maintenance and maintenance resource allocation is preferred.
Experience in application of Global Project Methodology or Maintenance Work Process is preferred.
Working knowledge of SAP PM, Primavera (P6), and standard Microsoft software (Excel, Project, Word, Outlook, etc.) is preferred.
Strong Interpersonal, Facilitative, and Organizational skills.
Excellent written, verbal, and presentational skills.
